Funding Opportunity for Homeless Service Providers: HUD CoC NOFO Technical Assistance Workshop and Local Competition Materials
The Department of Housing and Urban Development’s (HUD) Notice of Funding Opportunity (NOFO) for the Fiscal Year 2026 Continuum of Care (CoC) Program Competition was released June 1, 2026. A summary of this funding opportunity is available here. On Friday, June 12th the Fresno Madera CoC held an informational Technical Assistance (TA) Workshop. The Workshop provided attendees with an overview of the local application process, as well as instructions for completing the local and federal project applications for the 2026 HUD CoC NOFO.
The materials from the TA Workshop, including the local competition materials (competition policies, calendar, scoring tools, slides, and application materials) are available HERE.
The Fresno Madera CoC (FMCoC) utilizes the CoC Program for housing and services for people experiencing homelessness, as well as for infrastructure to support our system of care. The FMCoC issues this Public Solicitation for new project applications for CoC Program funds. We encourage new agencies that do not currently receive CoC Program Funds, as well as current recipients, to consider applying for a new Transitional Housing and/or Supportive Services Standalone project.
Please fill out THIS CONTACT FORM by June 18th at 4PM if you intend to submit a new or renewal project application. For new projects, this form counts as your required "Letter of Interest." Please fill out a separate form for each new project you intend to submit. The new project local competition application and budget are due Friday, June 26th at 12PM to fmcoc@homebaseccc.org.

Youth Homelessness Funding
HUD YHDP NOFO Announcement:
Funding Opportunity for Youth Homelessness Service Providers: FY 2024 and FY 2025 YHDP Local Project Competition Materials
The Fresno Madera Continuum of Care (FMCoC) is accepting local project applications for inclusion in its Youth Homelessness Demonstration Program (YHDP) application to the U.S. Department of Housing and Urban Development (HUD). YHDP is a competitive funding opportunity for youth-focused housing and supportive service projects serving eligible youth and young adults age 24 and under. The local application, competition calendar, and scoring rubric/process explain how applicants apply, how projects will be reviewed, and how local recommendations will be made before submission to HUD.
The YHDP local competition materials, including the local project application, competition calendar, and project rubric and process, are now available HERE.
The FMCoC is seeking local YHDP project applications for eligible youth-focused project types, including Transitional Housing, Supportive Services Only, and Supportive Services Only – Coordinated Entry. Eligible public and nonprofit applicants may submit projects that serve YHDP-eligible youth age 24 or younger and meet HUD and local threshold requirements, including applicable eligibility, documentation, capacity, budget, HMIS or comparable database, Positive Youth Development, and Trauma-Informed Care expectations.
Applicants must complete the FMCoC YHDP Local Project Application and submit all required attachments by Monday, July 20, 2026 at 3:00 PM to info@pcimpact.org. Prospective applicants are encouraged to attend the YHDP applicant webinar on Monday, July 13, 2026, at 11:00 AM and to review all competition documents before submitting. Local YHDP results are expected to be released on August 3, 2026, and the final YHDP application will be submitted to HUD by August 7, 2026.
