On Thursday, September 12th, 2024 the CoC voted to approve the final Priority Listing, which is available here.

Funding Opportunity for Homeless Service Providers: HUD CoC NOFO Technical Assistance Workshop and Local Competition Materials

On Friday, August 9th, 2024 the Fresno Madera Continuum of Care (CoC) held an informational Technical Assistance (TA) Workshop. This Workshop provided attendees with an overview of the local application process, as well as instructions for completing the local and project applications for the 2024-2025 HUD CoC Notice of Funding Opportunity (NOFO). 

The materials from the TA Workshop, including the local competition materials (i.e., competition policies, calendar, and scoring tools), slides, and recording are available here.  

  • Renewal Project Applicants: Please utilize guidance contained in the federal TA Handbook and Cover Page to begin your project applications in e-snaps. Draft federal renewal e-snaps project applications are due to  fmcoc@homebaseccc.org Friday, September 13, by 12pm PST. 
     

  • New Project Applicants: please fill out this Google Form to obtain new project local competition materials by Tuesday, August 13th at 5PM. Then, utilize the local competition handbook to begin your new project application for the local competition and federal TA Handbook for the federal application in e-snaps. 

    • New project local competition applications (Supplemental Question Responses and Budget) are due to fmcoc@homebaseccc.org Monday, August 19th, by 12pm PST. 

    • Other application materials (Leverage and Match Letters and the federal new project e-snaps application) are due to fmcoc@homebaseccc.org Friday, August 30th by 12pm PST. Even if Supplemental Question responses are received by August 19th, if we don't receive these additional materials by this date and time, then the new project application will not proceed.

  • Important information for all projects:

    • Please fill out this Google Form to tell us who your Review and Rank project contacts are. Have these people available by phone on September 3rd and 4th for questions.

    • For federal applications: please do not hit "Submit" in e-snaps- just PDF the application and email it to Homebase to review.

    • All applicants are strongly encouraged to be sure they can access e-snaps as soon as possible.

    • e-snaps is not able to use anything but FY2023 Fair Market Rents (FMR) this year, so please use those for your new and renewal budgets. If HUD awards you funds, they will use FY2025 FMRs.

    • There will be a cost of living adjustment applied to project applications this year for supportive services and HMIS line items. This adjustment should occur at time of award.

    • Due to increases in the CoC Bonus application amount and Tier 1 being lowered to 90% of our Annual Renewal Demand, many more projects than usual will be in Tier 2 this year. Please prepare for that; we may need to view Tier 2 differently this year. The first ~$1.3 million of Tier 2 will be made up of our Annual Renewal Demand, which we have generally received (and often we receive more than that).

HUD CoC NOFO Release and Technical Assistance Workshop 
Please be advised that the Department of Housing and Urban Development’s (HUD) Notice of Funding Opportunity (NOFO) for the Fiscal Years 2024-2025 Continuum of Care (CoC) Program Competition  was released July 31, 2024. The entire grant application is due on October 30, 2024. Homebase has created a summary of this funding opportunity, which is available here. The NOFO, and additional information regarding the competition, is available on the HUD website here.

The FMCoC anticipates an award of approximately $12.2 million in renewal funding through the CoC Program for housing and services for persons experiencing homelessness, as well as for some of the infrastructure to support our system of care. We are still waiting to hear from HUD the amount of estimated Bonus funds and estimated Domestic Violence Bonus funds for 2024 that the CoC is eligible to apply for, but below are the estimates:

  • CoC Bonus for New Projects: $1,460,486

  • Domestic Violence Bonus for New Projects: $1,667,383

 All applicants/potential applicants should plan to participate in the NOFO TA Workshop. If you are not able to attend live, please email me and I can provide your agency with a recording, or meet with you separately ASAP if you are a new project applicant.

In addition, there is Domestic Violence Bonus Funding for interested applicants.  We encourage all organizations interested in applying for CoC funding to attend, including organizations that have not previously received CoC funding. All are welcome! 

The Fresno Madera Continuum of Care (FMCoC) issues this Public Solicitation for new Project Applications. We encourage new agencies that do not currently receive CoC Program Funds, as well as current recipients, to consider applying for a new permanent supportive housing project, a new rapid re-housing project, and/or a new transitional housing/rapid rehousing hybrid project.

Please save the date for the following meetings for the 2024 Department of Housing and Urban Development (HUD) Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) competition:

Fresno Madera Continuum of Care Performance and Evaluation Workgroup: meeting to review the proposed 2024 HUD CoC NOFO scoring tools and policies. These documents will be sent to the CoC listserv in advance of the meeting for review. Written comments are also welcome.

FY 2022 CoC Funding Competition

FMCoC 2022 CoC NOFO Awards List
On Tuesday, March 28, 2023 HUD announced the complete awards for the FY 2022 CoC Funding Competition. HUD awarded a total of $11,693,516 to the Fresno Madera Continuum of Care (FMCoC), 99.6% of our funding request. The awards included an increase of $175,627 in CoC Bonus funding. HUD's full awards list for California can be found here. 

This award includes funding for two new CoC-funded projects, including: a new Coordinated Entry System project (CAP Madera) and a PSH Expansion Project (Family Villa PSH, Turning Point of Central California).

Some FMCoC renewal projects submitted voluntary reallocations this year and the CoC greatly appreciate projects undertaking this grant spend analysis to create funding for new projects to be funded. 

Thank you again to all the individuals and agencies who partnered with us to submit a strong application and who undertake the crucial work of effectively serving and housing people experiencing homelessness throughout the year. We know this process can be long and arduous, and we appreciate your contributions and your dedication to serving people experiencing homelessness in Fresno and Madera Counties.

Homeless Housing, Assistance and Prevention (HHAP) Grant Program

County of Fresno FMCoC Joint HHAP-3 Application
HHAP is a grant program administered by the California Interagency Council on Homelessness that provides support to local jurisdictions with flexible funding to continue efforts to end and prevent homelessness in their communities.

The County of Fresno and Fresno Madera Continuum of Care received a combined $6,730,522 in HHAP-3 grant funding to support the following services for those experiencing or at-risk of homelessness: street outreach to engage unsheltered individuals and families, rapid rehousing and housing case management, bridge housing for providing interim housing for households awaiting permanent housing, diversion services to quickly connect households seeking shelter services with permanent housing to avoid homelessness, and services tailored to homeless youth ages 18 – 24, including bridge housing and rapid rehousing for housing relocation and stabilization services.
