Report an Issue

You can first try to resolve the issue through your shelter’s internal grievance or appeals policy. There should be information about these policies posted in the shelter’s common areas. If your shelter doesn’t have an appeals process, or if you’ve already tried it and aren’t satisfied with the result, please file a complaint through 311 (see next bullet).
You can file a complaint about your shelter, within Fresno City only, through the City’s 311 service online, on the phone, over email, or through the phone app. If you already went through your shelter’s policy, you should mention that. Someone from the City may follow up with you and your shelter provider to better understand the issue and help solve your problem. This may not happen immediately. (Note: Cities and counties in California are required to investigate substandard shelters as a result of AB 362.)

If you feel your provider has discriminated against you (see information here) or is acting unlawfully, feel free to reach out to Central California Legal Services (CCLS). Depending on your issue and their capacity, they may be able to support you. (559) 570-1200.
You can contact the California Civil Rights Department (CRD) if you feel you have experienced discrimination (see some examples here). The instructions for how to file a complaint are here. After receiving your complaint, CRD will do an initial investigation. If they find that there is a violation of one of the laws they enforce, they may proceed with the case. On average, you can expect to hear from them in 6 weeks.
If you have been the victim of a hate crime, you can report it anonymously here by phone. This is a non-law enforcement hotline. Whether you report online or by phone, you will be connected to a coordinator who will follow up with you to make sure you get the resources and support you need. You can also use this resource if you have witnessed a hate crime.

You can file a complaint with the California Department of Consumer Affairs, and check guards’ private security license status. You can also contact the organization that runs the shelter.
